Ever since my last run through of SoA and ToB, I've been downloading mods, to try and give the game a different twist. So I was looking through IEEP and was wondering exactly how to make a unique item summoning (such as the efreeti in a bottle, gold lion, etc). I thought it was linked to the resource code so I went into creature creation, but it keeps turning out as an item already in the game. Can anyone help me out with this?

First off, make your item.
Then you need to make all the assosiated files, make sure they have their own unique names. Read the help info's, it's not very clear what you have to do but easy once you get into the swing of it.. I'd suggest just making a basic monster summoning item to start out with, use the monster summon ! 2 or 3 spell as a basis for the summoning effect's and refrence the files from it. It's pretty easy to do, just look at the item that does the same thing already..

It's incredibly difficult to do from scratch, so I'll echo Q'alooaith's advice and go up one. I suggest you take an existing item and edit everything about it, which might also mean editing the EFF file, if any. Switch the illustration if you like, change the name, and change the creature tags.

It's not starting from scratch that's hard, what's got me stumped is to what scripts for the AI summoning to use. I have him as an animal, as you would expect, a panther, a bear, so forth but I can't find the scripts for it.

Are you trying to summon a creature to act like a creature (non controled), or summon somthing to act like a summon (party controled), or start a long winded dialog (Limited wish/wish like)
As for the creature type when your making it, you want to put that as summoned so it is properly dispelled automaticaly by death spell, death fog and so on.. I highly advise a rip and change, just take an item that does what you want, change the grafix and item names, then save under a new filename.. I find the best way to learn though, is to make the effect's first then make all the fancy stuff, just get the item in game and working.. Don't forget to backup though..

No, no, I want it to be party controlled, like I said, I'm having trouble finding the script since the files in my override folder are sort of limited.
