ok, dumb question. wanted to know what HLA stands for....i was thinking High Level Ability for some reason, but i'm fairly sure that's wrong. it refers to the abilities gained at the higher end of character progression right?

Right. Note that 'high levels' = levels you can't reach without the expansion (XP Cap removers don't help).

that's odd. i do have ToB installed, but my Paladin has a few HLAs already. does it let you do that or something? i'm still in SoA with him, though close to the end of it

Yes, it does. Installing ToB sets the EXP bar higher.

while on the subject, at wich level can you use your HLAs?
with arie for example, when she levels up i get to select a HLA, but i cannot use it... I guess its because she hasent reached a certain level? seems strange to be able to select HLA's before you can use them... That would mean that it would be an advantage to enter ToB with a low-level character since you would ultimatly end up with more HLA's at the cap then one who entered ToB with say a level 20 character...

You start getting HLAs on your first level up after 3 million XP. Aerie will start getting them after her TOTAL is past 3 million, rather than when both classes have 3m each. Mage HLAs are memorised as Level 9 spells, Clerics as level 7 spells meaning that Aerie may start getting HLAs before she's high enough level to memorise them.

HLAs for spellcasters are not accessed through the special abilities button, but through your spell book instead. For priest spells, they're level 7 spells. For mage spells, they're listed under level 9 spells. If you're a sorceror, then HLAs are absolutely destructive.
