I have Keldorn, Anomen and Cernd in my party - in hindsight, perhaps not the best combination in terms of dexterity . I know there are the gauntlets of dexterity in the Unseeing Eye area, but are there any other items that improve dexterity in the game? Include Watcher's Keep if applicable.

Thanks!

Machine of Lum the Mad in Watcher's Keep adds a permanent +1 to dexterity. I can't remember if there is any other item that increases dexterity (other than the gauntlets, of course), but I believe that these are the only two sources.

I also have both Keldorn and Anomen in my current party. I remedy this by having Anomen use a shield. Not a perfect solution, but an acceptable one.

There are also potions of agility and mind focusing, the former raising DEX to 18 for 12 hours and the latter raising INT and DEX +3 for a few rounds. Too bad Cat's Grace isn't in this game--it's an IWD/IWD2 spell that raises target's DEX d4 + 1, I think.

Anomen can cast Draw Upon Holy Might and then Holy Power or Righteous Magic to help his DEX. (The Holy Power will negate the DUHM's STR cap.)

Is it possible to grab Kiel's Buckler?

Extra +1 to Dexterity anyone?

Nope. Not in the game. Sorry.

I always used the gauntlets, they are the best item I have ever found for DEX. Apart from those mentioned above, I recall no other items, althought Im sure that there will be.

I believe the "Improved North Forest" component of the Tactics Mod add Kiel's items back into the game.

It's annoying that there are so MANY items that increase strength but so few that help out other stats . Well nevermind. Thanks guys

With Lum's machine, would it be better to give the 1 dexterity point to say, Anomen to put his dexterity up to 10 from 9 (or whatever really low number it is ), or increase my dexterity from 18 to 19. Who gets the better return?

18 -> 19 by far.

Any DEX value from 8-14 has no significant difference (other than THACO bonuses with ranged attacks).

You are correct. And I should add that Improved North Forest is completely safe, not overpowered at all.

Kiel's Buckler can also be obtained courtesy of the Rogue Rebalancing MOD--it adds a store which reintroduces many of the BG1/ToSC items that didn't make it into BG2.
