Basically it's a combination of "Remove Fear" or "Invoke Courage" on the caster and Sleep upon those around him (assuming they fail their save).
Easily disables multiple enemies. Good to get a caster out of there when he has accidentally been surrounded.

Example: For some reason Edwin is caught between a horde of kobolds who have him surrounded so he can't escape. Now Edwin is not a very good fighter in melee and has run out of stoneskins. He also has few hitpoints left and is not far away from a Morale Failure.
He casts "Emotion: Hopelessness". As the kobolds have bad saves most of them "lie down" and therefore stop attacking. Edwin easily kills one of the defenselessly lying kobolds and manages to escape. While doing so he is hit by an arrow of fire from the kobold captain who somehow managed to save vs. spell.
Edwin drops to 2hp but does not start running around erratically because of the secondary effect of the spell. He now proceeds a little bit farther away and fireballs on the defenseless despaired kobolds (and the Captain who's still standing). Situation solved. Edwin sighs and moves to Viconia to receive some healing.


Emotion: Hopelessness (Enchantment/Charm)
Range: Sight of caster Saving Throw: Special
Casting Time: 4 Area of Effect: 30-foot radius
Duration: 2 rounds + 1 round/level
When this spell is cast, the wizard can disturb the emotional state of
those around him. The effect of this is to inflict a feeling of hopelessness
upon the enemies within the visual sight of the caster. Upon a
failed save vs. spell, the affected will lie down where they stand and give

over all their will to a higher power. Sometimes they can be heard to
exclaim things such as “I lay down and die,” or “I’m going home.” This
will last for the duration of the spell upon which they will return to
normal.
The secondary effect of this spell is to instill upon the caster the feeling
of courage. This will remove any effects of panic and restore his
morale, as well as preventing the above from creeping forth into his psyche.
There is no save vs. this and it will last for the duration of the spell.
It will, however, be affected by magic resistance and other such things.

ok, so, does it affect party members also (and does it affect them positively or negatively)?

it does NOT affect party members
only the caster (remove fear)
and the enemies (sleep)
