I think thats his name, the guy across the street from the docks in BG who wants a deal on a boat. I figure Id ask the dock guy but nothing really gets triggered so I cant tell if expereicne can be gained. Is there any connection or no?

Not until later in the game right now he is just someone to talk to.
listen to what he says it may help you later.
Listen to everyone that will talk to you there must be 20 mini quests in
the city of baldure's Gate and you will need the help of the people to find
out imformation to put some of the puzzles together in order to gain Items and
Experance Points

Hmmmm......never met any guy who wanted a deal on a boat....I'm figuring this is a ToSC thing.

But allow me to echo CrimsonBlade about the people who come up and talk to you: They give you quests, and quests are goooood. The only problem is that there are so dang MANY of them in BG city: At some points, I couldn't even complete one without running into two more. (trying to find the statues in the Helm of Balduran quest when Lothander comes up & grabs me, etc.) I swear, the guys at Bioware must have had a separate think tank just for making up quests, and BOY does that Journal come in useful! Trying to keep track if everything in your head is a wonderful way to go insane.....

Make sure to talk to everyone that has a name, and even a few that don't. (at least one Noblewoman is worth your while.) And go into every building. Yes, EVERY dang building. If there aren't any quests or magic items, at least there's stuff to loot.
