Where do I buy Sling of Everard?

I read a tip from this site to go buy Sling of Everard right away once in the city but where? I've been going to every shop keeper i know of for the past few hours and still havent seen this item for sale.

You need the bonus merchants.
Then you'll find it from Joluv in the Copper Coronet.

Thanks for the fast repiles. Didn't expect any at this late hour (for me anyway).

Would using a mod be considered cheating from a purists standpoint?
Would have liked just play this game without modding it first.

Also, whats this about upgrading items? Is that another modded ability?
If not, how is that done?

The Bonus Merchants are not considered cheating as they were merely 'trinkets' to entice people to either pre-order SoA or purchase the Collector's Edition. They are accepted as part of the whole game, and are not really referred to as mods, but a patch to complete your game.

Certain items in the game can be created or upgraded if you bring them to the right place. I will only tell the locations where you can find the makers,

Umar Hills
Docks District( the main one. It's marked on your area map)
Waukeen's Promenade

There is a mod that enables you to add new upgrades in the game, but that one is not official and is up to you whether you want to install it or not.

Dundee can you enlighten me...? Because I know about the Umar Hills and the Dock District.. but what about the Waukeens's Promenade..
I can't remember that I had ever brought there something to be forged..?
