Unfriendly NPC's

I recently started playing Baldurs Gate 2 (with TOB installed,though I havnt played that yet) And the NPC's arnt talking to me!
Jaheara was the only NPC who initiated dialogue,but that was only on Chapter 2 and since then no NPC has spoken a word (Im in Chapter 4 now) And I have installed the flirt packs (if it could be the problem?) and the newest TOB patch.

The first time I played (I got somewhere in chapter 2 but lost my saves) Viconia kept talking...how does this whole NPC dilogue acctually WORK?
and is there any way I can get them to speak up?

First, welcome to the Forums.

Second, do you have official patch installed? This is common bug on WinXP and Win2k systems, but patch fixes that.
Also, make sure you've installed Baldurdash Fixpack (after official patch)
Find links in the sticky thread (upper one).

Maybe a reinstall is in order...

No problem!

The latest official patch? I had the same problem, but that patch fixed it. Try installing Baldurdash - it's bound to help you.
