I am playing with tactics Mod and I was fighting some Vampires(Tanova&CO.)and my Archer couldn`t hit them even with +2 arrows.Why?

Some of them require +3 Enchantment or higher I think. You should get Tansheron's Bow in Trademeet which requires no ammo and shoots +3 arrows. You can find it by the merchant slightly SE of the High Merchant's house. You'll need to complete the Druid Grove quest before he'll deal with you though.
He also has several other cool item's like the Dwarven Thrower (Throwing Hammer 2D4 +3, +8 vs Giants) and the best protective belt in the game - Belt of Inertial Barrier.

You have to settle the Genie Problem to trade with the merchants, because they are the cause of the merchants' problems. Whether by force, or by negotiation, you have to settle the issue with the Genies or the Tradesmeet merchants cannot trade with you because all their goods are with the Genies.

I was always under the impression that they simply didn't want to trade with you until you became officially known as the town hero. But thanks for clearing that up.
