I have a dracon fighter that I am building up the dual weapons skill. Does he use the dual weapons "automatically" when there are 2 weapons in the weapon slots or must I do something during combat? I just want to make sure he is using this ability.

it's auto... just equip any weapon with a secondary stat and he will use it.

Huge tip... When dual wielding, make both weapons the same type or you will do less damage with the 2 than you would with one. So 2 swords, 2 axes etc. I have found through much trial and error that specializing in one weapon with a shield and going berserk does far more damage than dual wielding
