In BG2, you simply modded the baldur.ini file, then pushed ctrl+shift+8 on the "abilities" screen to get all 18's on stats. Is there something similar in IWD?

You can use a program called DaleKeeper, which allows you to mod almost anything. I used it to change the proficiencies on my halfling fighter/thief from Great Swords (2) to Large Swords (2) - I accidently selected the wrong proficiencies at character creation.
My advise is not to cheat, though - it will absolutely spoil the game for you.
