The guy you should talk to is called Corneil he's in green I think. You have to chose the right dialog options, keep trying.

Don't you have to talk to Ribald first about magic use in the city? I'm not sure if this is necessary, however.

I was always tipped off about who was willing to sell magic licenses by talking to those who traffic in the sale of magical scrolls...you may have to already "know" about who to bribe before your character will "think" of suggesting it to him.

Yeah in my first game it was one of those scroll sellers that tipped me off. But in later games I never talked to them and I could still buy the license from Corneil so I don't think you have to talk to the scroll seller first...
