I don't know but I can tell you a horror story recently from Purto Rico. A Tourist had a bad fall and broke his leg and had to go to the hospital when he woke up he had one less kidney. Someone operated on him and sold his kidney on the black market.

Yeah, that sounds more like an urban legend than anything else I would imagine that most Puerto Ricans would be on their way to the US if things are that bad.
