Since that i was abcent from my home for 22 days (Army is a rather demanding boss [img]tongue.gif[/img] ) i could not post my answer right away. Hope that it is not considered thread necromancy.

The reasons for having a resticting code of behaviour are

1) World's opinion. Unfortunately that still counts. If we shall bomb too many civilians during a raid or an assassination attempt, the world will punish us. Europe will do so because it is oil dependant. USA will also spank us, because it does a lot of buisness with arabs. Arabs sell oil to USA and USA sells them other things. Like weapons.
I suggest that you read "The sum of all fears" by Tom Clancy. He captures some facets of this sitution rather nicely.

2)As my lt explained that to me "we must behave like humans and not like animals". It is considered "uncivilized" to kill civilians alongside with the target. F.e when we killed Yassin, we chose the moment when he was without too much civilians around.

However i am sure that if not for the world's opinion (or if we had a promise that the world would shut up and turn blind eye for a few monthes) we would have simply exiled most of the palestinians. Give them money and hurl them away.

To the language issue: Yes people here speak english too, if you consider 20 % as the majority. Education here is in shambles, as well as the willingness of the youth to read.
