They are definitely all hogars, as I can see them all at once - they all seem to be walking around as individuals, just in colse proximity to one another. I have not had trouble avoiding them the two times this has happened, just skirt along the edge of the big tree until I get inside with Chief Gari.

Well, according to this site, it is possible to encounter a group of 4-6 Hogars.
