as long as panrack is out of sight, he wont "catch" you stealing the flag. so if he runs off to engage an enemy, you can take the flag before he gets back, if you're quick. or, as rbeane1 observed, if he's dead, no one else will stop you.
i suspect that the designers intended for you to take z'ant's first quest to mean steal the flag, and only later discover the flag in the trader's stock. personally, i didnt even notice the flag panrack was guarding until about 40 parties in - show's how attentive i am! regarding kunar, i think the best way to maximise experience is to first give kunar the code, then kill him, then turn him. but afaik, the only thing that will derail you would be to kill kunar in front of guards (who will then turn the umpani hostile on you!) |

I never even knew it was possible to steal that flag outside the base, I thought purchasing a copy was the only way.. oh well, you learn something new everyday.
