Think back to your first major battle of the game, the one that you actually had to fight and strategize (if that's a word) about.
You will find Mr Algernon in that general area. (I think)

Heinrich, I don't understand what do you mean by 'first major battle of the game'. Please, explain.

Ulcaster is in the area south of temple area. The boots you (Taran) want are on a hobgoblin near the center of the map. Although, you can get those boots earlier, but I won't spoil it. Try to find out where.

Friendly Arm Inn, where you're first major test (atleast if you are not cheatng) is when you face that assasin/mage.
Oh schucks, I guess this time I'm the one who will stand corrected.
Damn memory get's all scrambled up after a year of not playing the game!
There must have been only one or two interior designers employed for all the major Inns of Sword Coast, because I apparently mixed up the two Inns.
But I still swear that there is some poor dumb fool there in the upstairs of the FAI just waiting to get his magical item robbed off his body. I can't remember his name, or the item that he has. Then again, maybe I'm still wrong?

On the subject of nice looking weapons I have to agree, the Moonblade really does look great. On the other hand the Warhammer +2 (from Bassilus) looks like a piece of cheese on a cocktail stick - which is a shame 'cos I like to use it.
As for Algernon's Cloak, it is so good that I would only use it for special occations, maybe for a solo character or as a bit of fun on a side quest.

And finally my favourite weapon is the Throwing Axe +2 - it is just so damn useful to have a powerful throwing weapon that needs no ammo. Every Dwarf should have one!

Well, *I* happen to think the Ashideena looks nifty. And the electrical bit adds to the flair, as well.

I, too, only use Algernon's Cloak on special occasions, when it won't affect the outcome of the game. For instance, I like to Charm the Cat at the Nashkel Mines and have it attack the Rats, but my #1 most important use is on Ashen, that incredibly annoying Nobleman south of the Beregost Temple.
