Equip something else (or nothing) - cast Improved haste, then equip FOA.

remember, Jaheira is a multi-class fighter/druid, so she does get the Critical Strike HLA; if you picked it at least once, that will ensure you do hit him after casting Harm.
also, do you have Aerie, or a mage/cleric protagonist? they could cast Time Stop, then Harm, as during the Time Stop all attacks automaticly hit. remember to use your protagonists new-gained immunity to Time Stop so he/she can keep Mellissan busy.

I did it! It was a friggin 2 hour battle and I had to go with core rules (my 6 character party went through SoA and ToB without mods for the most part, so they weren't that powerful -- and, it's my first time), but definitely worth it. Ascension is certainly worth installing.

Anyway, thanks for the help. Harm was crucial to getting rid of Yaga Shura and the discussion board helped with my thought process on attacking the others.
