If you don't have a Ranger you can't use the Cloak of Montiolo. I mention this because my 1st time through, gold became a problem for me. It's important to have some of those 9th level spells and they are pricey.
I'm not 100% sure about this but if you've got a thief with the high level ability use any item, the thief should be able to use the Cloak of Montiolo. Of course, I'm quite sure you could find better cloaks for a thief than this, but it might come in handy from time to time.

I have played ToB all the way through 3 times now and each time i have so many darn +3 & +4 bullets & +3 arrows and bolts they fill up the ammo belt. Why waste the gold it costs and the rogue stone, there is no need to. Besides that the best ranged weapon in the game is a crossbow that creates it's own ammo.

On the contrary, these items can be incredibly useful. Infinite +2 ammo of the relevant type when upgraded. Buying +2 ammo will add up to way more that what these cost, and you can only find so much of it. Any character who uses a missile weapon semi-regularly will profit from this, and it cuts down on ammo management. Just keep some +3 or +4 ammo around for stuff thats +2 immune.[/QUOTE]You can also upgrade those (blanks) of Plenty with the Weimer Item Upgrade mod, http://www.cs.berkeley.edu/~weimer/bgate .
