Gave up on the sorcerer before I got to choose that spell.
You can only decimate so many enemies whereafter you just wish your spells back, before it starts to get a wee bit boring
I'm taking a break I think,.. good thing too since exams are getting a little too close for comfort

Even if I chop off my thumbs, I will still have enough fingers on one hand to count the number of enemies immuned to Time Stop in the default installation of SoA-ToB.

A lot of things can happen in 3 rounds.

I think that the most powerful spell is Inprisonment (Gaxx knows ).
But still the sorcerer is weak before he have finished SoA - the good way. After finsishing the game he is granted with immunity to normal weapons. There is no weapon what will hit him after casting protection from magical weapons.
The things become complicated when fighting a large amount of regenarating enemies or a group of powerful mages + beholders.
Beating SoA with solo sorcerer is possible, but beating ToB is impossible. Think about (ToB spoilers)

Balthazar, Meli, the chalenges, Sendai, ..., but this is another question

Yeah, tell Althernai that. His solo Sorcerer beat the entire game, including Ascension on Insane.

Dundee and many others have also proven otherwise. In fact, if I'm not mistaken, Dundee has completed ToB without even resting.

Okay everything is possible.
I don't use mods nor 'bugs' endless spells tactic, etc ...
As I said this is another question.
Even going to the moon for icecream is possible, just there is no suitable way to do it yet nor there is icecream on the moon .

Completeing the game without rest - cool if he really did it. The question is how ?
Completeing the game without rest with what - with sorcerer - interesting. And on level up what - he can not use his new spells without rest. What exacly do you mean without resting ? If he does not 'reload' his spells someway he can not survive - sorcerer without spells - fighting with his staff perhaps

I believe he used "Wish" and simply waited until he got the "Make as if the party has rested" option, and voila his spells are replenished.

As any veteran worth his/her salt knows... a solo Sorcerer can make the game weep, Improved Mods or not. It is considered the easiest pureclass to solo with. ToB can easily be done in 10 game days, including Watcher's Keep, and of course... without resting.
