In TDD why does the drow can have only 8 or less charisma?

Pure guessing here, but this is perhaps because Drows normally are considered evil, and people pull back if they see one. Normally. It probably has something to do with this.

It is a stupid thing, indeed, considering the fact that Drizzt's Charisma is 14...

Charisma is not just physical appearance, but rather ability to get others to follow you and fight for you. It deals with personality and character as well.
Drow possess neither of these.

They follow their leaders not because they like or respect them, but because they fear them. The only character they exhibit is that which they need to acquire something they cannot take by force. Their charisma is probably alot higher when compared amongst themselves, but to outsiders they are untrustworhty and not can not be depended upon in a fight. 'A Drow leader has fools as followers.'

Viconia is a "Babe" even for a drow. I think she looks better than any of the other romance interests. She probably got the 'rep' on good looks and not killing anything important for a while. I think it may be, too, that when separated from their oppressive home environment, they learn to develop better 'people skills'.

Of course you have to wonder how a drow with such a high charisma was about to be roasted, and how she could not sway any of the crowd to cut her loose.

Ever tried to sway a rabid fool from a mob which has in mind to lynch you? Charisma 18 might be not enough...

And also remember Viconia hasn't such a great knowledge of human nature - think about the "adventures" she tells you about in the romance...- so it wouldn't be easy for her to say the right things to get her freed
