well, an exquisite ring or amulet is the best thing i can think of in terms of enchantment points. you can't make youself go faster while you levitate for what i know. the higher the levitate, the better. i suggest you dont use a constant effect levitate. i did that too, and found i was using a different one i made (cast when used levitiate 32 point or 32 seconds for some amount of time or whatever) more often. and making a constant effect item will always take a grand soul gem with either a golden saint, or an ascended sleeper in it.

When trying a constant enchantment. try to make it to have a range so that the charge last a bit longer. Example 1 ~ 15 contant fortify strength. If you put it 10 ~ 10. you notice the charge goes out too quickly. If you do make a fortify strength 1 ~ 15. you can equip and unequip the ring to get your desired strength. note however you will never get 15.

I have all the exquisite stuff i wear enchanted with constant effect fortify strength. I have a pair of pants, a belt, a shirt, and some kind of robe or whatever it is. I also have those enchantments on my Daedric greaves, and both my katana's, especially the parrying katana has a high enchantment rating, almost as high as a Daedric towershield. All together my strength is at 200, i do it so i can carry around much more, and don't get overencumbered that easily anymore. Of course it's also quite handy that with so much strength, your opponents take much more damage when you hit them.
