I think Morag Tong is somewhere in Vivec. House Hlaalu is my favorite as well because of the build your mansion thing later in the game.

Dont worry. if you arent in Hlaalu yet, they wont care if you killed someone. otherwise, i found that i killed a hlaalu, got kicked out, paid 100-1000 gold and got my rank back.
