My strategy has always been to go after the one upstairs first: you need to taunt him into attacking you. I like to do a fresh save in the second of time between his 'goodbye' and actual attack. Once he's dead, heal up, go downstairs, taunt the one nearest the stairs, and remember all his buddies will attack you simultaneously once he says 'goodbye'.

Retreat to the top of the stairs so they can only come at you one at a time. This can be a good moment to deploy an area effect spell or scroll if you have one, especially one that continues to do damage for several seconds. There are a couple of enchanters in Balmora, take a look at the scrolls they offer [unlike spells, scrolls can't misfire]. You want to use it, then go back to your weapon to defend against who ever is nearest. With a little luck, the ones behind him will be pretty weakened before they get to you.

IIRC, you also need to kill the one at the bottom of the basement stairs. You can always start with her, and then lure her companions into that stairwell if you like.

Brush up your combat basics: potions can be used during combat much more effectively for healing than spells or scrolls: just go to your inventory, and drop a potion on your character-- the healing will occur all by itself when you go back to fighting. If you are hard to see, you are hard to hit: chameleon can help a lot. Bound weapons are great for these encounters since they boost your weapon skill.

Final note: as with most missions, you have forever to finish this: if you are too badly outclassed, level up a few times before going for it...

go to the very downstairs and save next to the woman standing by herself. if you have high speechcraft, bribe her up to close to 100 and then taunt her until she attacks you. reload if everyone else comes to attack you. if this doesnt work, then press sneak as you attack her and hopefully those upstairs wont come after you. reload if they do.

now go upstairs to the entrance. save, and repeat whichever process worked on the guy standing up there. reload if everyone joins the fight.

go to the middle floor. use a jinkblade. attack one enemy and freeze them for 10 seconds do the same to the second enemy. waste the third enemy using a different weapon. hit the first guy with the jinkblade again. waste the remaining with the different weapon. come back and kill the first guy.

you will have committed a crime, and guards (except at the fort) will try to capture you. good thing you're close to the entrance of balmora, because you have to sneak back out to the fort without running into a guard. go to the champion at the fort and he will remove your bad reputation, and that earns you some serious good reputation points. aside from that the prize is pretty lame.

I did kill all the bad people by just attacking them but when I went back to the champion he just said what he said before. He didn't acknowledge they were dead. Have I missed something really obvious?
