I have this fletcher pluggin loaded but i can't seem to find the guy.
I know he must be in the Foreign Quarter, lower waistworks, Vivec. I hve been all over the place but i can't find him. any idea,s?

Did you install the plugin properly (Execute the game via the Morrowind launcher and clicking on the "data Files" option.) ?

The fletcher is a female.
Go to the Foreign Quarter lower waistworks and go down the stairs as if you were going to the Canalworks. Down the main hallway you will find a door that leads to the fletcher. |

That fletcher is a great place to sell weapons, by the way. (Has 8000 gold I think, more than most merchants) She only buys weapons though.
