well, in seyda neen, i was heading to the guy in the census and excise office, (the one who trains you) and the guard in there just rushed me and started hitting me. I backed off fast, as i was rather dinged up, and he stopped attacking. Seriously, wtf was all that about?

Hard to say lethoso. If you have done nothing wrong in the past and don't have some kind of bounty on your head...rules are if someone attacks you in town first... you can attack also with minimuim setbacks if any.
