Keldorn used to be in the sewers, but when I go looking for him, hes not on the place he usually is. >>>I lost Keldorn!!!<<<

To get Keldorn appear in Sewers you have to start Eye quest from temple. If you had Keldorn already he will be in Radiant Heart building unless you failed his family quest or let him go free - in such case he is nowhere.

You can also try his estate in goverment district if you startet his family quest.

if you get in real trouble you can always take another charater and shadowkeep them into an inquisitor, or whatever class keldorn is
