Well, I just want to know what it means when a character (Minsc for example) has a 18/.. strength . I suppose it's bigger than 18 and less than 19, but why ?

The 18/.. is exceptional strength, if a fighters gets a strength of 18 they can then roll a 100 sided dice and that would be there strength. It's and old AD&D rule that was put in to make fighters a bit more balanced.

Ok, but if I give a 21 strength potion to a 18/.. character, he will be more powerfull, am I right ?

Yes. Strenght 19+ is better than the 18/.. lot.
