Planar Sphere quest

What exactly is the Planar Sphere quest? I am in CH3 right now, and a sorcerer. Would like a stronghold, but I have no idea where this quest starts. Can anyone help?

Also, check out the Planar Sphere. It is located behind the Copper Coronet in the slums map.

To get the quest in the first place, speak to the Cowled Wizards in the Govt district

You have three ways to get the quest:
1) As suggested by Lord Shield, go talk to the Cowled Wizard in Government District;
2) A boy (in blue shirt) will either stand near the water fountain in front of the government building in Government District, or if you have a Ranger in your party, he will "eventually" come and look for you. Agree to help him and you have access to Umar Hills (where Valygar's cabin is)
3) Talk to Valygar's servant in the Dock District in Valygar's home, it is next to the Temple of Ilmater (the house is to the left on screen).

When you get in the Sphere your locked in.. and several tough creatures, I would make sure you a prepared. I also got attacked a lot while trying to rest, maybe it's because I snore.

I played it my first time relativly early in the game and found it quite simple but when I trided it later I had no match with the monster and Lavok but the cowled wizzards were a lot harder... I took a good while of playing to fight em down
