My gadgeteers engineering skill has maxed out somewhere in the upper 70's to lower 80's,I.E I am unable to add more points to it at level up, same with my priests divinty skill.Is this the limit or do I need to up other skills in order to be able to increase?

Once a skill reaches 75 it can only be increased by training.

They'll go up as you use the skills related to them. It takes a while, but the more you use them the faster it goes.
