I was just told to go to Sarg. Rubble "inside" of more training or
something but I don't know where he is.

He's inside the Mt. Gigas upper caves. You get there through the building next to the Basic Training Course you completed. It will take you awhile to find him, and there many critters and passages to pass before you leave the lower caves to get to the upper ones. There are signs to Training as you get closer and a puzzle you must pass to get to Sarge. It was a surprise to me how hard it was to find this guy when I first got the quest.

he was.
