you said you talked to the Don, but you didn't say if you engaged the Rakuza to acquire the AD before you went looking for Dark and Grumpy? after all, that's how he gets the FAKE AD. they pick his pockets or something and swap the fake for the real one. if you don't do that first, then he's not gonna show up till ya do. well, in my experience at least!
