ok im doing the quest to deliver the letter, and i assumed it was to the mook in arnika ?. But everytime i walk up to the door ( glowing green area) of there building in arnika, That hologram mook does'nt appear, if fact nothing happens ??

If you camped while the hologram was visible, it will not appear again due to a bug. Apply the latest patch and you should be fine. I have not had this happen, but I have heard that the patch may not make the Mook hologram reappear but rather not disappear. If that is the case, you will need to restore a previously-saved game.
