I was using Leto to make a Wererat Rogue to take me back to my D&D days, but the official Wererat skin made him looks like a big headed, big handed, no weapon or armor wearing freak.

Try some of the packs like the CEP and search for wererat on the NWvault.

Well I did manage to download an RAR file, though I have no idea where it goes or how to use it.
Someone mentioned making a wererat skin with a normal sized head and weapons and armor, but it seems they never got around to it. Figs.

A rar file is a compressed file. You have to uncompress it with winRar or another similar program that can do it. I recommend ultimatezip cause it handles a great variety of file formats. After that you'll probably have a readme telling you what to do

You can downnload Win rar from HERE
You can download Ultimate Zip from HERE Take your pick. Ultimate Zip is better though as it supports pretty much all compression tools.
