Actually, alignments go from zero (Evil) to 100 (Good) and zero (Chaotic) to 100 (Lawful). Thus, your zero evil is right where you want it to be (whenever it says you gain points to evil, think of those as minuses that knock down your good/evil rating).

No, they are free spirits. They do what they want, when they want, without regard for the consequences. This is different than the 2nd edition AD&D, where they were psychopaths. If you read the alignment descriptions when you start a new character, it describes them quite well. The best example of chaotic neutral is Saemon Havarian from baldurs gate 2. Saemon would work for good or evil, betraying either as long as he could make a profit, or a hasted escape. Totally untrustworthy,unpredictable but very interesting. These people usally hang around lawful characters for a sense of direction (good or evil)but usually venture off on selfish escapades.
