"Best" armor is a relative thing. There are a number of excellent armors that are better for different characters. And it depends on how you define "best".

There's the obligatory elven chainmail that you can cast spells in. IIRC, it's found on the 4th level of the Severed Hand and IIRC it's called Drakkas' Chain or something like that.

There's a really nice set of studded leather that IIRC is +6 AC, +6 Max DEX bonus that is super for high DEX rogues, rangers, or other high DEX armor-wearing characters.

There's a set of Mithral Plate that's found somewhere in the Severed hand that I think is +10 AC, +1 or +2 Max DEX bonus, and maybe is considered to be medium armor.

However, IMHO the "best" armor in the game is the 1/4 wgt Beetle Field Plate that you can have Oswald create for you early in Chapter 2. +8 AC, +1 Max DEX bonus, and weighs only 17 pounds!!! Sure, for raw armor potential it's not as good as the aforementioned Mithral Plate. But you get it so early in the game and you'll use it for so very long that its value in exceptional. And you cannot overlook its light wieght. Many a weakling cleric has found the Beetle Plate to be a wonderful set of armor.

That elven chainmail is best but not because you can cast spells but because it gives unlimited dexterity bonus (and +7 armor bonus)....

there is another one... cant remember the stats but its sold in the underdark merchant... good AC bonuses and 10% of casting sunfire.... though the sunfire is actually a headach as it hits friendlies also... its good if your soloing or if your party has evasion
