Items don't but spells do - as to whether that's tied to your character's level I'm not sure. If you can't memorise it, you can't have it - or so it seems.
 The trouble is somethings change like spells, more than items; at least that's my perception of it. Of course, if you've played it a few times, you don't really notice after a while, and pay attentio for the items you really do want.

His items change once when you go to dragons eye, but you are sure they change again once u go to the severed hand? do they change RIGHT when u go into that chapter? because im in there now and when i went back to town to get more arrows and such his items were the same.
