After i completed IWD i realised that i only had 15000 gp in HOW, from the 200000 gp i saved up in IWD. Also my scroll cases, gem bags and potion bags (including the contents) had vanished. Is this supposed to happen?

It sounds like you started HoW with the characters you finished IWD with and imported them for HoW. When you export characters in IWD or HOW they lose all of their containers (scroll cases, gem bags and potion cases) and your cash will be reset when starting the game. This is normal and is not a bug.
