You have to help the spirit in the jail by:
s p o i l e r Finding his skull in a barrel near where you first saw him, then finding a necklace in one of the cells, then put them in the cell where you see the spirit the second time, then sprinkle holy water on his grave...when you do this the spirit will open an otherwise unopenable cell and in there will be the Bronze Ioun stone.
