Is it necessary to identify weapons/arrows (especially arrows) to be able to use their special ability. It feels rather silly to identify 3 arrows +1...

not true. The only items that require identification before use are tomes, manuals and wands. Everything else instills it's inherent abilities, whether or not you know what those abilities are.

I don't think you can "use" an object's special abilitiies. till it's identified. minor spoiler
~ ~ ~ ~ ~ ~ ~ ~ ~ E.g. wearing unidentified Algeron's cloak gives you the charisma bonus, but you can't use the charm ability till you id it. I'd guess the same would apply to the invisibility ring and the energy ring. |

But an unidentified "cold/flaming/poisoned arrow" will inflict the additional damage?

Damn artistic licence in wand creation! Whoever gave mages the right to express themselves through the medium of death-dealing twigs? For us, the power of dance is enough. It should be sufficient for wizards too.
I wrote that and suddenly realised that I'd forgotten to write what I'd actually intended. Doh! The picture you see for a Wand of Fire, is for mere convenience sake. One wand does not have to resemble another, and there might be an activation phrase to get the item to work.
