I just started working on Chapter 4 of SOA.
I was wondering when is it a good time to install
TOB should I wait to I finish SOA & then install
or should i just do it now and keep playing?

I hear you have to run a patch to get some extra
nice equipment, WHere do I get that patch and what
does it fix or do for the game?

You can buy the robe of Vecna at the Adventurer's Mart in the Waukeen Promenade. It decreases spellcasting time for Mages/Sorcerers. It also has some other nifty protections.

Hello.

If you have the Collectors Edition of Baldur's Gate II, then there will be an additional CD that contains the Bonus equipment (such as the Robe of Vecna and other cool items). However if you don't have it then click this link to go to Baldurash. Once there download the Bonus CD Merchants. You will now have 2 new merchants, Jeilev (sp?)outside the Copper Coronet and Diedre inside the Adventure Mart.

Have Fun!

Edit :- I forgot to mention. Unzip the CD Bonus Merchants ZIP file into your Baldur's Gate 2 Override directory. NOW you will have the 2 new merchants.

I would suggest installing it. On the bad side, a couple of items have been "nerfed" (that is made weaker), specifically Red Dragon Armor (which is now considered magical) and the Cloak of Mirroring (which stops mirroring, starts absorbing, and gets the really annoying Spell Trap/whiffleball animation). However, the good side- being able to go above the xp cap in SOA- far surpasses the negatives.

If I were you I'd wait on installing it unless you want to play the add in part of it...I just bought it today and wont install till I hit the cap limit...(I like my hugely low AC with red drag armor and ring prot +2) so I want to keep it as is till I need to...hopefully within the next too days.

If you did hit the cap then go for it. I hear most ppl hit it in the underdark...

Install it so you can take advantage of the engine improvements they implemented (like pressing the Tab key to show all carryable items in the area). Patch it as soon as you install it from www.bioware.com.
