From what I've heard, demihumans are practically nonexistent in Kara-Tur. Most DMs might let you play a non-Human from Kara-Tur, but you'd better have a darn good reason why/backstory....similar to how they might let you play a Chaotic Good Drow.

I swung by Wikipedia, and learned that Hastur is a half-brother of Cthulhu's--not as evil as Cthulhu, but he can be summoned (even accidentally) by saying his name aloud 3 times.
