Quest XP: every member of the party gets for example 45 000.

Normal XP: the whole amount is divided. So if you get 100 XP and you have four party members each one will get 25 XP.

So you've got a bug. You should get the 34,500 XP points.

What is your level? Isn't there an XP cap in vanilla SoA?

im level 10. I've also got ToB installed so as far as I know, there shouldn't be an XP cap once i get level 18.

Hmmmm....if you're Level Drained, your EXP will not increase until you get Restored (or, in some cases, the Level Drain wears off). Apart from hitting an EXP cap, that's the only time that earned EXP should not get added to your total, so if you're sure your EXP did not go up, you've got a nasty bug.
