Is this side quest available both before and after doing the spellhold dungeon?
If at all possible, I'd like for Imoen to get the experience from this quest as well, but i can't remember if Ginia (and her little brother) will still need help getting off the island after I've rescued Imoen. TIA

Hmmm....I know that the Galvena's Festhall quest is closed after you've been to Spellhold, but Ginia and Ason might still be available.

Who do you talk to to get this quest? I've not really explored this island much, I just recently (two weeks ago) found out there was a temple on the island! So where can I find these two kids who I supose want to get off the island. Also, is there any shops on this island? I hate having to wait until I get into the caves to sell my things.

Ginia is in the upper right corner of the map (she might be on the second level actually, but she is on the right side, I know this for sure!).
The shop is on the second level, towards the left side of the map. it's right after the corner. Selling things in the Sauhagin City has it's benefits: that shopkeeper buys things for more money than anyone else in the game!

It might also have to do with time of day. It's always midnight right after you arrive in Spellhold, and most prostitutes in the game are only out between late afternoon and daybreak.

I checked, went to sleep, checked, went to sleep, and checked again. That covers 24 hours of the day.
Is there a way to CLUA her into my game?
