well, if you gave the body to tolgerus, or whatever his name is (i think thats the guy), can't you kill him and get it back? most NPCs hold on to the items you give them....

No, I believe Tolgerias leaves once you bring him Valygar's body.

Actually, it is extremely overpowered. It can take out golems easily, and they're supposed to be a challenge usually. And it can even take out trolls, which just adds to the list. Kills ettins too, but you don't really run into those through out the game. 25 strength actually is something since you won't be getting encumbered anymore. Fill every single one of your inventory slots with a dead body (they're 75 pounds each) and you still won't be encumbered.
Now you've got 2d4 +3 damage with it. You can get 11 damage +14 extra damage from the strength modifier. That's 25. Then there's the electrical damage. How much damage does that do, 1d4 or something? I can't remember Anyway it's probably around 30 damage right there, then have a critical hit and it's 60. I had Anomen wield it for me once, and having him hit below 40 was pretty rare.
Golems and Trolls are pitiful as soon as you get Improved Haste. It's not that useful; once you get a good Belt/DUHM, you'll be able to run 23/24 Strength for a single turn. Encumberment might be dangerous when you're solo'ing, but if you can get Crom Faeyr, you can get the Bag of Holding. If you aren't soloing, then you really shouldn't have too many troubles with encumberment. Crom Faeyr may be useful for that single function, but who cares about damage when you can Stun/Slow your opponent?

Crom Faeyr does not instant-kill Iron/Adamantite Golems.

you can get most of the strength bonus of Crom without assembling it (ie you wont need the gauntlets of ogre power, which are the weakest part of the hammer anyway). maybe if you're an orc barbarian with 19 strength, a boost of 2 wont matter much. but str 21 is still str 21

Good call there, Lennon

And I think the Gauntlets of Ogre Power have their use, even if you don't assemble Crom Faeyr. Makes your weak characters a lot stronger (although I have to admit the Belt of Frost Giant Strength does a better job at that part)

i didn't say it was worthless, just the weakest part. (and no the scroll can hardly be counted... although you might consider that a talented person could maybe use only the scroll to make all the parts and the hammer itself ?)
