You can cast spells in any Elven chain. You must be a multi classed mage though.

What really bugs me is that anybody can wear Elven Chainmail. You must be of body size slight, slender, and small. Some Halflings and Half Elves and those sorts of small folk can wear it, but, very few humans can.
Half Elves aren't actually that small folk, Butterfingers They're almost at equal height as humans.

Well yes, some Half Elves are quite large. And some are small and quite slender. Half Elves depending on human and Elven parentage can range from 4 foot tall to a massive 6 foot or better. The 6 foot variety would find wearing Elven Chain impossible, while the very short and slender 4 foot version would be hard pressed to find a mail that would not fit him.

The only Halfings that have a hard time wearing Elven Chains are Stouts, as they have quite a girth for their hight. They might only be 3 feet tall, but, they are barrel chested and in the most simple of terms, fat, or, at least chunky.

What really bugs the crap out of me is the fact that Elven Archers can't wear Elven Mail in game, but, in PnP, that is the only metal armor they can wear. Also, not all Elven Chain is made from metal or mithril. Some of the best examples of Elven Chain is made from living plants.

The black dragon drops an elven chain+4. Cespener can upgrade it to an elven chain+5 with immunity to normal weapons, and improved haste on request.

How do you get it from Lord Alibakkar? Do you have to kill him? Can you steal it?

You CAN kill Alibakkar. After the druid quest, you have to regain the coronet from the tomb. If you give it to either of the nobles involved, the other one shows up and the pair begin a fight. Both are high-level mages.

Im not sure if you will lost rep if you kill him before the quest, so just finish the druid one then give it to him or the other noble. OR, just make save, backstab, and see what happens if you lost rep just reload
