hello folks,
I was wondering why I cannot activate the molag bal daedric quest. I keep clicking on his foot but he aint giving me the quest. I hope that the other 6 shrines will give me quests tho. Am I missing something? level 21, breton. Ps.... sucks that liberating lots of slaves wont get you anything big. I wont bother.

That's weird, it should give you a quest. I think it's a bug. This is a description of what the quest should be:
S P O I L E R B E L O W This shrine can be found in the ruins of Yansirramus, two islands West of Tel Aruhn (West and a bit North of Sadrith Mora). Note that you can access the shrine safely, but exploring any of the side chambers will likely get you attacked. Bal complains about a lazy Daedra named Menta Na who has retreated into the caves of Kora-Dur instead of creating the usual havoc and terror. Molag Bal gives you a key and asks you to kill Na to obtain his favour. Kora-Dur can be found East of the Stronghold of Kogoruhn, far North of the Red Mountain Crater. The door is locked tight but fortunately you have a key. You'll find Menta, the Daedroth, in the innermost chamber. Among the loot you'll find here is a Daedric Staff. Return to the shrine to receive your reward of the Mace of Molag Bal.

Does anyone have an idea of the conditions with which these quests are activated? I haven't yet found one that will talk to me.

Not every statue will talk to you, only one statue of each god will talk to you.

Thanks guys. Isn't there some kind of pre-conditions with each one? I thought I'd seen someone write that you can't be past a certain level for some, over a certain level for others etc?

I think you can enter a shrine whenever you want, but if it's a smart thing to do is another story. It's better to go in experienced, cause you'll face some tough opponents in them. Too tough if you're not leveled up.
