I have looked at the walkthroughs for this area and they indicate that I need to go through the sewer grate in the room that the mermaid resides. However, I can't get the grate to open. Any suggestions? Thanks.

Sorry, I wasn't specific. I have already entered the room, spoken with the mermaid, gotten the crystal, found the second crystal in a chest in the area to the west of the room. Now I want to get to the library; I am supposed to use the grate in the room with the mermaid to get to the library, but I can't get it open. Is there a lever or something I'm missing?

Sarellia should have opened the gate for you. Try talking to her again.

Hope that helps!
