it's in Watchers Keep (added to the game when you install the Throne of Bhaal). The fact that you can increase your stats using it isn't revealed to you until pretty much the end of that level of WK.

Come to think of it, you weren't asking for a spoiler, you're just asking for someone to explain a spoiler which has already been posted.
