I've played BG2 for a long time now, and I'm just not sure if theres a way for my mages to cast magic tatoo. I looked on the editor and cant find it on there either. Is there a way to cast this spell???

Nope - enemy mages only.
It's just the designers' bizzare way of pre-buffing in the middle of a fight...

Late in IWDII, you can get something called a feat tattoo, but I didn't complete that quest the right way, so I have no idea what it does.

magical tattoos are essentially additional spell triggers that enemy mages get, the red wizards of Thay are famed for having perfected their use, although certain primitive mages from Chult, and other areas such as Unther (IIRC) use them as well, once the enchantment has been used however the tattos are simply normal tattoos (except in the case of some rare Thayan tattoos that grant things such as +1 to hit, infravision, etc)

Given this information, I would think enemy mages, and Cowled Wizards in particular would be slightly more hesitant to use them first thing in a battle (as an individual tattoo cannot normally be reenchanted)

What I'd like to see is the Magic Tattoos and Tattoos of Power implemented as Priest spells, giving Clerics and Druids a rough equivalent to the Contingencies and Sequencers that Wizards have.
