Found this posted on a lawyer's board (greedy associates), it is a direct quotation:
Why won't the Saudis step up to the plate, the figurative plate, not the poster, and tell saddam that they will take him in and protect him from being tried for genocide by the Hague? The Saudis took in Idi Amin after he killed 300,000 of his own people and he has been living happily there till this day. If this conservationist anti-SUV movement picks up steam, I think harboring 3d world dictators and genocidists would be a good source of alternate revenue once the price of oil collapses. The competition for international criminals is lucrative, but with few competitors. France: Sure, they took Baby Doc Duvalier in, but saddam would never go for the high taxes. Rumor also has it that saddam is obsessed with hygiene, nuff said. Argentina: The collapse of the peso might make them hungry for foreign dollars, but their inability to protect mysterious german businessmen that showed up with submarines full of gold after WWII, form being kidnapped by overzealous mossad agents makes them a bad choice. Paraguay: Most people have no idea where it is, so it seems like a good place to hide from your enemies. Their steadfast refusal to surrender Mengele to Israel might sound good to saddam. I am sure that is what Somoza thought when he fled Nicaragua after his goverment was toppled. A few well-placed bazooka blasts disproved the theory that bullet-proof limos are also artillery-proof. Brazil: Reasonable stable ecomony; willing to take in latin american dictators and was agreeable to hiding mysterious german gold-merchants arriving in U-boats; and it has lots of beaches. Hmmmmmm? |

Libya. Check out Debka.com. They had an article about new construction in Tripoli being sped up. According to Debka, Saddam is building a palace there. Quadafi was one of the first to bring up exile for Saddam.

I think that the surrounding countries do not want another war and are willing to try anything (like taking in Saddam) if they think it will avoid one.
